Originally, 29 participants had qualified, two of whom had not submitted any designs. The eight designs that qualified for the second stage will now be further developed until mid-September 2025 before the winners are chosen on 12 and 13 November 2025. April 28, 2025 Under the patronage of Lord Mayor Dr Stephan Keller, the state capital of Düsseldorf and the Deutsche Oper am Rhein are organising a children's architecture competition for the opera house of the future. Children aged 4 to 18 can submit a design until 1 September 2025, all information can be found on the Deutschen Oper am Rhein website. January 30, 2025 Following a constructive jury colloquium, which took place on 20 January in Düsseldorf, the competition documents were issued to the participants on 30 January 2025. December 12, 2024 The council of the state capital Düsseldorf decided by a large majority to hold the competition for the opera house of the future at the Am Wehrhahn site. September 2, 2024 On September 2, a change notice to the procedure was published, which was issued in the EU Official Journal on September 4. The change notice was necessary because the composition of the jury has changed. July 31, 2024 The competition procedure was published in the Official Journal of the European Union on July 31, 2024. Type of competiton | The procedure will be carried out as a restricted, two-stage realization competition in accordance with Sections 69 et seq., Sections 78 et seq. VgV [Procurement Ordinance] and Section 3 (3), 4 RPW 2013, followed by a negotiation procedure without a pre-qualification procedure in accordance with Section 14 (4) No. 8 VgV. The competition is aimed at general planners (architects and landscape architects together with specialist planners) and will be held anonymously. Assessment procedure during the competition | All entries accepted for assessment will be assessed on the basis of the published criteria. The jury reserves the right to differentiate between the specified criteria and to weight them, however, the order of the criteria specified below does not represent a hierarchy. Fees and prizes | The promoter will provide the total amount of 2,640,000 euro (net) for fees paid as compensation for expenses incurred and prizes. In stage 1 of the realization competition, a total amount of 1,320,000 euro (net) will be paid out in equal shares as a lump-sum fee paid as compensation for the expenses to all participants who submit a verifiable entry in accordance with the competition requirements of stage 1. In stage 2, a total amount of 700,000 euro (net) will be paid out in equal shares as a lump-sum fee paid as compensation for the expenses to all participants who submit a verifiable entry in accordance with the competition requirements of stage 2. The fee paid as compensation for the expenses is granted irrespective of the prizes awarded. Participants | In the selection procedure preceding the realization competition, the IPM examines the preliminary suitability of the eligible applicants on the basis of an application for participation to be submitted by the applicants. On the basis of an evaluation of the references submitted, it will determine a ranking of the applicants. It selects the best 18 to 24 applicants for participation in the realization competition. A further six participants are selected through the preceding urban design ideas competition, provided they meet the suitability requirements set out in this procedure. | ||||||||||||||||||||||||||||

Eligibility | According to Section 4 (1) RPW 2013, such individuals shall be eligible to participate as general planners who are resident in the EEA and in the countries of the contracting parties to the WTO Agreement on Government Procurement (GPA) and who, on the day of the announcement of the competition, are entitled to use the occupational title "architect" pursuant to the legal provisions of their country of residence applicable on the day of the announcement of the competition and who are self-employed, free-lance professionals. For the application, the architect had to nominate a team of at least one landscape architect, one engineer for technical equipment and one engineer for structural planning who, on the day of the announcement of the competition, are entitled to use the occupational title "landscape architect" or "engineer" in accordance with the legal pro-visions of their country of residence applicable on the day of the announcement of the competition and who are self-employed, freelance professionals or are employed by the architect of the application. Proof of the right to use the occupational title "engineer" can be provided both structural engineers and engineers for technical equipment, for example, by proof of membership in a chamber of engineers in Germany or in a chamber of engineers in the licensing area and additionally for engineers for structural engineering in accordance with the authorization defined in Section 54 (4) BauO NRW 2018. Proof of the self-employed and freelance activity of engineers for technical equipment and structural planning can be provided, for example, by submitting evidence of their entitlement to use the occupational title "consulting engineer". Individuals from countries where the occupational title “Architect” is not subject to statutory regulations shall be eligible, provided that they hold a degree or submit any other evidence of formal qualification that is recognized in the EU under 2013/55/EU (EU Directive on the recognition of professional qualifications). Also eligible for participation shall be design consortia consisting of individuals, legal entities if their statutory corporate purpose includes planning activities in accordance with the competition task, and design consortia of such legal entities where the authorized representative to be appointed and the author of the competition entry meet the aforementioned professional requirements that are placed on individuals. | ||||||||||||||||||||||||||||
Impediments to participation | Impediments to participation are those described in Section 4 (2) RPW 2013 and Sections 6 and 7 VgV. Other statutory grounds for exclusion remain unaffected. | ||||||||||||||||||||||||||||
Further elaboration of the design | In order to implement the project, IPM, provided that it is commissioned by LHD to do so and while taking into account the recommendation of the jury and the requirements set out in Section 8 (2) RPW 2013 and the requirements of the VgV, will commission one of the prizewinners, usually the winner, with further services, in particular in accordance with Art. 34 HOAI 2021 (project planning of buildings and interiors), Art. 39 HOAI 2021 (project planning of outdoor [open air] facilities), Art. 51 HOAI 2021 (specialist planning: structural planning) and Art. 55 HOAI 2021 (specialist planning of the technical equipment, facility groups 1 to 8) and the necessary further services for co-ordinating the specialist planners (general planning), provided that there is no other important reason to prevent the (further) commissioning. The commissioning will take place in stages. The first commissioning step is expected to comprise the services of service phases 2 and 3 in accordance with Art. 34 or Art. 39 or Art. 55 or Art. 51 HOAI 2021. The second commissioning step will include the services of service phase 4 and the third commissioning step will include the services of service phases 5 and 6 (both partially, if applicable) in accordance with Art. 34 or Art. 39 or Art. 55 or Art. 51 HOAI 2021. The client reserves the right to commission further service phases up to and including service phase 8 of the HOAI. The general planner receives a fixed lump-sum fee for his/her services, which is divided into partial lump sums for the individual commissioning steps. Section 8 (2) RPW 2013 is taken into account in the manner that, if the complete implementation planning and the service phases 6 to 8 HOAI are not required due to the type of the awarding of the contract or if such planning is not commissioned for other reasons, the client will ensure that the architectural quality of the competition design is implemented by appropriately commissioning the prizewinner.
